Permit counts, by the date issued (or applied, if not yet issued). Lot splits are planning cases, which we don't have.
We read public zoning and hazard maps against state law (ADUs: Gov. Code 66314; SB 9: Gov. Code 65852.21 and 66411.7). Local rules, title, tenancy history and site conditions can change the answer. Check with City of Sacramento's planning department before relying on it.

REVISION TO COM-2308130
EPC - REVISION TO COM-2308130, FIELD REVISION The drawing changes listed below are prompted by field revisions, described as follows: 1) Meter/main enclosures were installed with factory bonded neutrals. The inspector requested that these be removed, and that a main bonding jumper be installed at the 400-amp main disconnect switch (to match what is shown on the approved plans). There are no UL-approved manufacturer field kit options available that allow conversion of the meter/mains to isolated neutral. Per discussions between contractor, SMUD and the city inspector Gregory Briggs (referenced in the attached email), the main bonding jumper has been removed from the single line diagram, since SMUD has stated that bonding at the main disconnect does not meet their requirements. We are requesting special permission, based on CEC 90.4 and discussions with SMUD and the inspector, to remove the main bonding jumper in the main disconnect switch. 2) UG Service Termination Box is deleted; SMUD service conductors terminate directly in 400-amp disconnect switch. 3) Future house panel feeder breaker has been changed to 125-amp. 4) Service size for attached ADU B (4571 Unit #2) has been reduced to 100 amps.
